Emissions and noise during secondary fuel operation also belong in early stakeholder packs. Air-permit hours on liquid fuel may be capped. That cap must match the island duration you claim in the basis of design. If caps are tight, increase N+1 on gas machines, add storage discipline, or accept commercial curtailment risk — decide explicitly.
Start by characterising your load in detail. Ask your tenants for the size and speed of load steps, how often they occur, whether many racks move together during checkpoints or job starts, and how load drops when a job fails. Measure your existing halls if you can, because real data from your own racks is far better than vendor estimates or generic industry figures.
